Attached are links to a budget basics presentation we have on the City’s web site. While it focuses on the 2010 budget virtually all of the issues apply to the current situation for 2012. Remember to focus on the General Fund Budget. That is where the $33 million deficit is for 2012. The General Fund is the revenue used to pay Police, Fire, Parks, Recreation, Health, Building Inspections, Council salaries, Trash, Snow Plowing, Prosecutors, etc.
Water and Sewer are some of the Restricted Funds and charge citizens directly for those services so they are not part of the deficit.
Also attached is a link to a memo the City Manager presented to the Council in February in which he discussed the many aspects of implementing the cuts we had to make this year. Once again the same issues will need to be addressed in 2012.
Lastly I have placed a link to an analysis on the cost of increasing Police Officers that began in 2003.
